Router rules, from the lane dials
Drying: a venue whose funding sits under its lane's floor for that lane's window drains toward the others. Floors and windows are set per lane on the Funding guard.
Capacity ceiling: a lane takes only what our scanner measured on that book. A book we have not scanned states no room and cannot be published.
Capacity is shared: lanes on the same book draw on one book, so the vault's capacity is the tightest resource, never the sum.
Follow funding: each lane is weighted by its p25 print times its measured room, or by the print alone while any book is unmeasured. A lane printing at or below zero drains.
